When wildfire, hurricane, flood, or earthquake season approaches, most organizations move quickly to protect facilities and systems. But the same disaster that forces a building evacuation also cuts off access to the records a business runs on, its contracts, financial files, and insurance documents. When your business can’t resume operations without them, getting back up and running depends on finding them quickly.
Many organizations have a continuity plan to address this issue, but is there also a documented inventory of their most critical records? A vital records inventory closes that gap. It identifies what an organization needs to keep running and where to find it, before an emergency makes the question urgent. Building it ahead of disaster season is a core part of disaster preparedness and the foundation of any workable business continuity planning.

The National Archives and Records Administration (NARA), which sets federal record keeping standards, defines them under 36 CFR 1223 as essential records, the documents an agency needs to keep functioning during an emergency and to protect the legal and financial rights of the organization and the people it serves.

These critical business records make up a small share of everything a company stores. Because they are the exception rather than the rule, vital records management is a matter of finding the essential few and protecting them before disaster hits.
The stakes are high. According to Ready.gov, the federal government’s preparedness program, 75% of businesses without a continuity plan fail following a disaster. Yet the records inventory that a continuity plan depends on is often the piece that organizations never complete, because identifying critical records across a real business is harder than it sounds.
The obstacles are practical. Records live in multiple locations at once, some in filing rooms, some on local servers, some with third parties. Most companies operate hybrid paper and digital environments, so a single record type may exist in several formats. Ownership can be unclear, a basic information governance gap, with no one person accountable for knowing what exists or where it sits.
Waiting to build a records inventory doesn’t guarantee a crisis; it just leaves your business exposed to one. Without that inventory feeding into a continuity plan, an organization can lose access to its records after a natural disaster or server failure. It then faces extended downtime while staff tries to reconstruct what was lost and where it lived.

After Hurricane Katrina, federal records in New Orleans arrived at recovery facilities soaked, moldy, and contaminated, and had to be treated by specialized salvage vendors before they could be used again. NARA notes that records recovery of this kind is expensive and slow, and even successful salvage takes records out of reach for the weeks or months when a business can least afford it.
The lesson drawn from Katrina is that records protection belongs in disaster recovery planning long before a threat is on the horizon.
There are several steps to building a vital records inventory, and they must be completed in the following order. This practical framework starts with identifying which records are vital, and by the end, you’ll have records protection in place for every record that matters.
The first step is to identify the functions your business can’t operate without, then map each one to the records it depends on. Start with the work itself rather than the files, and identify which operations can’t stop, such as payroll, client services, and regulatory reporting. If a function could go down for a week or two without much harm, its records probably aren’t vital to the business. The ones that belong in your vital records inventory are the records tied to the work that has to keep going, no matter what.
Once you know which records are vital, sort them into categories such as operational, legal, financial, personnel, and regulatory. Grouping them like this tells you which retention rules and protection standards apply to each set. This practice tends to expose gaps, such as a critical category that has no clear owner or a real storage plan behind it.
For each vital record, capture the details you’d need to locate and recover it: the record name, the department that owns it, its format, where it’s stored, how long it must be retained, and its recovery priority. This is where records retention rules are destroyed early or retained longer than the law allows.
Next, look at what could put each record out of reach. Physical threats like fire and flood, cyber threats like ransomware, environmental risks like humidity and mold, and access problems when the people who know where records live aren’t available. The recovery priority you set in the previous step tells you which of these to deal with first, so the records you can least afford to lose get protected before the rest.
The protection you choose for your vital records should fit the risk you found. Offsite document storage across multiple locations protects you if a single site is lost to fire or flood. Digital backups and secure scanning give you a second copy if the original is destroyed. Access controls keep sensitive files from the wrong hands. What you’re after is a backup path to every vital record, so losing the first copy doesn’t mean losing the record.
A vital records inventory needs to be reviewed and updated regularly. All the work of identifying and mapping your vital records only pays off if the inventory keeps reflecting the current business, not as it was a year ago. Records that were vital last year may not be this year, and new critical records surface as the company grows, restructures, or takes on new obligations.
Review the inventory annually, after each records audit, and whenever the business changes shape or new regulations take effect. Kept current, the inventory becomes something the organization can actually depend on when disaster strikes, which is the whole reason to build it.
A vital records inventory works best as part of a broader continuity plan. NARA requires federal agencies to keep their essential records plan within the continuity plan rather than alongside it, and the same logic applies to any business. The inventory tells you what to protect, and the continuity plan puts that knowledge to work when something goes wrong.
Pairing the inventory with written recovery procedures connects knowing where a record lives to knowing how to retrieve it, and to the fact that access is worth testing regularly. The people who would actually reach for records in a disruption need to know how, not just the records team.

A records inventory is the roadmap that tells you what matters, where it lives, and how to get it back.
